Procedures Of Application For Certificate Of Eligibility
Foreign nationals wishing to enter Japan (except for visiting Japan for Temporary Visitor) should apply for a Certificate of Eligibility. If a Foreign national submits a certificate of Eligibility with his/her visa application, this can make the procedure quicker. Therefore he or she will be able to acquire a visa in a shorter time than those who do not acquire such a certificate. A Certificate of Eligibility certifying that the applicant meets the various conditions of the Immigration Control Act and others is issued before a visa application by a regional immigration bureau.
我が国に入国を希望する外国人（短期滞在を目的とする者を除きます。）は、「在留資格認定証明書」の交付申請手続を行うことができ、この証明書を取得した上で、在外公館に査証申請する場合には、在外公館において申請人が在留資格認定証明書なしで査証申請手続を行う場合と比較して、短期間に査証を取得することが可能となります。『在留資格認定証明書』とは、外国人が入管法等の条件に適合していることを証明するために、各地方入国管理当局において事前に交付される証明書のことです。

Alien Registration 外国人登録
Foreign nationals must apply for alien registration at the municipal office in the city, ward, town or village, in which the foreign national resides within 90 days of entering Japan. However, foreign nationals departing Japan within 90 days of their landing date are not required to apply for registration.
入国後の90日以内に、外国人は居住地管轄の市区町村役場で外国人登録の申請をおこなわなければなりません。ただし、入国後90日以内に日本から出国する場合は必要ありません。
